Before European contact, the Native American tribe of Puyallup was the first people to settle in the area of Tacoma. In 852, Nicolas Delin a Swedish settler constructed a sawmill that was powered by water from the creek near Commencement Bay. However, the settlement around this sawmill was abandoned during the Indian War, and in 1864 after the end of the war Job Carr a postmaster, land speculator, and civil war veteran built a cabin near the Commencement Bay that served as the post first permanent structure and post office in the region.
